Federal & State Programs

The Department of Federal and State Programs ensures that all grant funds received by Greenwood Independent School District are used effectively, strategically, and in full compliance with federal and state requirements. The department oversees grant applications, budgeting, compliance, program evaluation, and reporting to support student success and access to educational opportunities.

Programs and Grants Administered

The department manages multiple federal and state programs, including:

  • Every Student Succeeds Act (ESSA)
    Title I, Part A – Improving Basic Programs
    Title II, Part A – Supporting Effective Instruction
    Title III, Part A – English Language Acquisition
    Title IV, Part A – Student Support and Academic Enrichment

  • State Compensatory Education 
  • Perkins V (Career & Technical Education)
  • IDEA-B (Special Education),
  • Includes temporary or competitive grants such as School Safety Allotments
  • Other grant opportunities that arise based on district needs and state or federal initiatives.
  • Department Responsibilities

The Department collaborates closely with district and campus administrators, instructional leaders, and program staff to:

  • Ensure fiscal accountability and legal use of funds.

  • Maintain all required documentation and compliance records for federal and state audits.

  • Support campus and district improvement planning (DIP/CIP) and assist schools identified for targeted or comprehensive support.

  • Develop and monitor programs as required by the Texas Education Agency.

  • Coordinate planning and evaluation to ensure that funds supplement—rather than supplant—local and state programs.
